Issue description

- An error message appears when you save or publish the questionnaire.

- The publish action starts, but the OVIQ remains unavailable afterwards.
Why this happens
The issue usually occurs because the publishing workflow expects the Society classification field to contain a valid value. If the field is mandatory in the current configuration, or if a validation rule checks for it during publication, the system will not allow the OVIQ to be published until the field is populated.
